Hey David-
good start on the outline. I aggree with Matt's comments and would add that you should incorporate a specific research question/s, like "Are barracudas a real threat to humans?" and do some research on documented cases of attacks - maybe even compare them to shark attacks/marine accidents/etc.. or maybe look at the threat from the perspective of consumsion of the fish (ciguatera poisoning) - as this toxin is most commonly found in large predator reef fish..and in that case "Does size matter when it comes to ciguatera poisoning in barracudas?"
